Vietnamese diplomat booked for rash and negligent driving in India

NEW DELHI – A Vietnamese diplomat has been booked for rash and negligent driving in south Delhi’s Vasant Kunj area, police said on Tuesday.

According to media reports, the diplomat identified as Nguyen Duy Khanh, was allegedly returning from a party when he almost knocked down a woman and a security guard before ramming his Toyota car into a wall.

Mr Nguyen was purportedly in an inebriated state when he hit his car into the vehicle of a 42-year-old woman around 6pm (local time) on Sunday.

Delhi Police have also sent a report to the Union Home Ministry in connection to the incident.

“A case under Section 279 of IPC has been registered in connection with the matter at Vasant Kunj (South) Police Station,” additional DCP (South) Nupur Prasad said.

The vehicles of both the diplomat and the woman, identified as Arti Gupta, were damaged but nobody was injured, a senior official said.

Ms Gupta, 42, told police that she had stepped out of her house and opened the driver’s door of her Hyundai Creta, when Mr Khanh’s Toyota Corolla sped towards her.

“Arti Gupta said that she promptly jumped inside her vehicle to avoid getting hit. She said that Mr Khanh’s vehicle rammed into her right door and then went on to hit a wall nearly missed a security guard standing outside a bungalow nearby,” said a senior police official cited by India’s media, NDTV.

According to police, Mr Nguyen refused to hand over his driving licence after they informed the embassy about the incident and also refused to undergo any medical test.

The diplomat cannot be arrested as he has diplomatic immunity, senior officials said. He can only be prosecuted after intervention from the external affairs ministry.

Anyone convicted for reckless driving under Section 279 of the Indian Penal Code could face a maximum sentence of 6 months in prison or a monetary fine.
